I'd rather have Roy, but he should be a separate character in my opinion. He's actually faster than Green Arrow, and in his Arsenal version uses more hi-tech arrows than Oliver. Then make Merlyn a clone if possible.
Also Toy isn't an exact head swap. His arms are different, for starters. Check out the cover of Teen Titans from the mid 1990s, that shows Arsenal's costume at the time Task Force was released.
